Governor Polis Launches New Operational Agenda Focused on Delivering Quality Services to Coloradans and Making Government More Efficient

DENVER - Today, Governor Polis launched his Administration's 2025-2027 Operational Agenda, a roadmap to advance and transform state government to deliver even better services to Coloradans and make state government more efficient. This Agenda builds on the operational accomplishments of the first six years of the Polis-Primaverra Administration, including launching universal preschool and saving Colorado families $239M in the first year alone, leading a bold economic recovery agenda from the COVID-19 pandemic which resulted in the nation’s third-fastest rebound in labor force participation, and building for the future by securing $8.6B in federal infrastructure funds from the Infrastructure Investment and Jobs Act and Inflation Reduction Act to build resilient communities and sustain progress for generations to come. 

The Governor’s Agenda has five core areas of focus: 
1. Providing best-in-class digital services, making it easier for Coloradans to get the help needed to thrive 
2. Delivering personalized and efficient-one-to-one customer support through contact centers, especially for more complex services 
3. Building the workforce of the future through skills-based hiring and work-based learning opportunities 
4. Leading by example by investing in electric vehicles and emissions and water use reductions 
5. Continuing to reduce the State’s physical footprint and optimize space utilization across agencies, by cutting a total of 800,000 square feet by 2027 

“In Colorado, we are committed to making government more efficient, sustainable, and responsive to the needs of all Coloradans. This operational agenda outlines our goals and how we will achieve them. As we deliver on this agenda we will ensure Coloradans have access to high-quality services and leave our state better than we found it,” said Governor Polis. 

This Agenda represents a combination of new initiatives and doubles down on ongoing efforts, including through the Digital Government Strategic Plan, Greening Government executive orders D 2023 018 and D 2022 016, and recent executive orders on apprenticeships and work-based learning (D 2023 016) skills-based hiring (D 2022 015). Establishing the Colorado Digital Service in 2019 has also helped bring modern technology best practices into state government, setting the foundation for this two-year agenda. 

Through this agenda, the Colorado Digital Service and the Governor’s Office of Operations will also launch new communities of practice for product managers and call center executives to increase access to training, analytics products, and other technical support. This bold whole-of-government approach will bring together state agencies, and the Governor’s Office to ensure Coloradans continue to have access to the high-quality support needed to thrive.
