Building Decarbonization Enterprise Board of Directors 

The Building Decarbonization Enterprise imposes and assesses a building decarbonization fee on owners of covered buildings; provides technical assistance, financial and other programmatic support for covered building owners’ building decarbonization measures and ensures that the building decarbonization fee paid by covered building owners is used solely to support programs, technical assistance and financial assistance for the covered building owners that pay the building decarbonization fee.

  • Grant Nelson of Castle Pines, Colorado, to serve as a representative of commercial buildings, such as offices, mixed-use properties, multifamily homes, or hospitals, appointed;

Cherry Creek Basin Water Quality Authority 

The Authority works to develop and implement plans for water quality controls for the reservoir and surrounding waters in order to achieve and maintain water quality standards. The Authority shall submit a plan within two years to the Water Quality Control Commission to make Cherry Creek Reservoir meet state water quality standards. 

 

for terms expiring August 1, 2029: 

  • Daniel Olsen of Castle Rock, Colorado, to serve as a citizen or environmental organizations interested in preserving water quality with members who use the reservoir or live within Cherry Creek Basin, appointed; 

  • Roger Kilgore of Denver, Colorado, to serve as a member with background in or professional training regarding water quality issues, appointed; 

  • Margaret Medellin of Denver, Colorado, to serve as a member with background in or professional training regarding water quality issues, reappointed. 

 

Child Support Commission 

The commission reviews the child support guidelines and is required to issue a report every four years to the Governor and the General Assembly of the results of the review of child support guidelines and any recommended statutory changes.

  • Heather O’Hayre of Fort Collins, Colorado, to serve as a director of a county department of human or social services, appointed. 

 

Clean Fleet Enterprise 

The Clean Fleet Enterprise incentivizes and supports the use of electric motor vehicles.

Colorado Brain Injury Trust Fund Board 

The Colorado Brain Injury Trust Fund Board shall ward grants from the Colorado Traumatic Brain Injury Trust Fund.

Colorado Charitable Gaming Board

The Charitable Gaming Board conducts a continuous study of charitable gaming throughout the state for the purpose of improving charitable gaming.

  • Todd Van Sant of Sheridan, Colorado, to serve as a bona fide member of a bingo raffle licensee, appointed. 

 

Colorado Commission on the Aging 

The Commission conducts studies and encourages other organizations to conduct studies of the problems of the state’s elder people. The Commission works to promote and aid in the establishment of local programs and services for the aging and aged.

  • Danelle Hubbard of Centennial, Colorado, to serve as a member with expertise in dementia, appointed; 

  • Peter Hynes of Glendale, Colorado, to serve as a representative of the housing sector, appointed;

Colorado Food Systems Advisory Council 

The Council advances recommendations that strengthen healthy food access for all Coloradans through Colorado agriculture and local food systems and economies. It is the state conduit for hearing, reviewing and advancing critical food systems issues in which the state government does or could play a role.

  • Jason Simpson of Keenesburg, Colorado, to serve as a representative of food wholesalers, food retailers and direct market retailer, appointed;

The Colorado Podiatry Board conducts examinations and institutes hearings to revoke, suspend, deny or reissue licenses.

Colorado Tourism Office Board of Directors 

The Board of Directors sets and administers policies regarding expenditures from the Colorado Travel and Tourism Fund created in 24-49.7-106 for promoting travel and tourism and related activities that benefit the state.

Community Access Enterprise 

The Community Access Enterprise supports the widespread adoption of electric motor vehicles, equitably invests in transportation infrastructure, and incentivizes the acquisition and use of electric motor vehicles and electric alternatives to motor vehicles.

Council on Creative Industries 

The Council on Creative Industries promotes and supports Colorado's creative economy by providing funding, resources, and programs for artists, arts organizations, and creative businesses, as well as fostering community development through the arts.

Disability Funding Committee 

The Colorado Disability Funding Committee accepts and reviews proposals and funds projects or programs that study or pilot new and innovative ideas that will lead to an improved quality of life or increased independence for persons with disabilities. The Committee accepts proposals from nonprofit entities to aid persons with disabilities. 

 

for a term expiring August 12, 2026: 

  • Jose Torres-Vega of Denver, Colorado, to serve as a member with a disability with expertise in nonprofit management, occasioned by a resignation, appointed;

Energy Impact Assistance Advisory Committee

The Energy Impact Assistance Advisory Committee reviews the existing and potential impact of the development, processing or energy conversion of mineral and fuel resources on various areas of the state. The Committee then makes recommendations to the Department of Local Affairs to assist impacted areas.

Environmental Justice Advisory Board 

The Environmental Justice Advisory Board administers a new environmental justice grant program, advises CDPHE on engaging with disproportionately impacted communities, oversees the Environmental Justice Ombudsperson and responds to policy questions referred by the Governor and CDPHE Executive Director. 

 

for a term expiring September 15, 2026: 

  • Aaliyah Berry of Aurora, Colorado, to serve as a voting youth member who is or has been a resident of a disproportionately impacted community, appointed; 

 

for a term expiring September 15, 2027: 

  • Brandon Martinez of Pueblo, Colorado, to serve as a nonvoting youth member who is or has been a resident of a disproportionately impacted community, appointed. 

 

Future of Severance Taxes and Water Resources Funding Task Force

The Future of Severance Taxes and Water Resources Funding Task Force will develop a study regarding the future of severance taxes and water funding in the state. 

 

for terms expiring December 1, 2026: 

  • James Yahn of Sterling, Colorado, to serve as a county commissioner from a county that contains oil and gas operations, appointed; 

  • Elyse Ackerman Casselberry of Delta, Colorado, to serve as an elected municipal official or town manager from a city, town or city and county that has been socially or economically impacted by the development, processing or energy conversion of oil and gas operations subject to taxation, appointed. 

 

Geologic Storage Stewardship Enterprise Board 

The Geologic Storage Stewardship Enterprise is established within the Department of Natural Resources to oversee long-term care of underground carbon dioxide storage sites, funded by operators through annual stewardship fees. It ensures that when storage facilities close, the state assumes the responsibility for monitoring, maintenance and plugging, reclaiming and remediating orphaned sites. Jeffery Robbins of Durango serves as the chair of the board.

  • Asheligh Ross of Golden, Colorado, to serve as an expert in geologic storage, preferably with an actuarial science background as related to evaluating long-term risk of geologic storage facilities, appointed; 

for a term expiring September 1, 2027: 

  • Robert Randall of Denver, Colorado, to serve as a member with formal training or substantial experience in environmental protection, public health or other relevant fields, appointed; 

for a term expiring September 1, 2028: 

  • Anna Littlefield of Evergreen, Colorado, to serve as a substantial experience in wellbore monitoring, long-term stewardship or other relevant technical fields, appointed. 

 

History, Culture, Social Contributions and Civil Government in Education Commission 

The History, Culture, Social Contributions and Civil Government in Education Commission is established to make recommendations to the state board of education when the state board performs its scheduled six year review of education standards so that those standards and programs accurately reflect the history, culture, social contributions, and civil governments of the United States and Colorado, including the contributions and influence of American Indians, Latinos, African Americans, Asian Americans and the intersectionality of significant social and cultural features within these communities. 

 

for terms expiring August 1, 2029: 

  • Alexander Pittman of Fort Collins, Colorado, to serve as a representative of the African American community, appointed; 

  • Carla Cariño of Boulder, Colorado, to serve as a representative of the Asian Community, appointed; 

  • Melissa Clyde of Thornton, Colorado, to serve as a representative of the American Indian community, appointed;

Law Enforcement Community Services Committee 

The program gives grants to law enforcement agencies, local government entities, and community organizations to improve services to the communities. This includes community services such as policing, outreach, drug intervention, prevention, treatment and recovery and other services. The grant program includes a seventeen member committee to make recommendations to the Executive Director to review grant applications and recommend which grants should be approved.

  • Loren Sharp of Fort Morgan, Colorado, to represent a statewide organization of chiefs of police, reappointed; 

  • Amber Batholomew of Thornton, Colorado, to represent drug treatment providers, reappointed. 

 

Regional Air Quality Council 

The Denver Metropolitan Area Regional Air Quality Council is the lead agency for air quality planning with the responsibility to prepare air quality plans for the Denver metropolitan region to demonstrate and ensure long-term compliance with federal air quality standards.

  • Lynn Guissinger of Boulder, Colorado, to serve as a representative of transportation management agencies, reappointed; 

  • Michael Leccese of Boulder, Colorado, to serve as a member with appropriate land use planning experience, reappointed;

Peace Officers Standards and Training Board 

The Peace Officers Standards and Training Board oversees the certification of training programs, training academies and instructors of police officer candidates. The Board also certifies qualified peace officers.

  • Curtis Johnson of Boulder, Colorado, to serve as a county sheriff occasioned by a resignation, appointed. 

for a term expiring June 30, 2028: 

  • Lindsay Sullivan of Parker, Colorado, to serve as an active peace officer with the rank of sergeant or below, appointed. 

 

Prescription Drug Affordability Review Board 

The Board protects Colorado consumers from excessive prescription drug costs by reviewing affordability, establishing upper payment limits, and making policy recommendations to the General Assembly to improve affordability of prescription drugs.

Rail Industry Safety Advisory Committee 

The purpose of the Rail Industry Safety Advisory Committee is to promote transparency, accountability, and safety in railroad operations across the state, reduce the risk of accidents and derailments, and protect the health and wellbeing of Colorado residents and ecosystems.

 

for a term expiring July 31, 2027:  

  • Tracie White of Morrison, Colorado, to serve as a representative with expertise concerning rail safety, rail operations, emergency response or transportation regulations, occasioned by a resignation, appointed. 

 

Regional Planning Roundtable Commission 

The Regional Planning Roundtable Commission is established to meet when a local government requests assistance in addressing a regional opportunity or challenge. In so meeting, the commission shall define a region for purposes of establishing a regional roundtable to assist in addressing the regional opportunity or challenge; consider local expertise, suggest who should serve on the regional roundtable established in connection with addressing the regional opportunity or challenge and identify state resources available to assist in addressing the regional opportunity or challenge.

  • Shalako Lawson of Powers of Cortez, Colorado, to serve as a representative of a regional council of governments, appointed by the regional council of governments selected for this purpose by the Governor, appointed. 

 

Statewide Independent Living Council

The Statewide Independent Living Council is mandated under the Federal Law and acts in partnership with Colorado Rehabilitation Services to plan independent living programs in the state.

  • Stanley Cutter of Broomfield, Colorado, to serve as an individual with a disability, appointed;

Stroke Advisory Board

The Stroke Advisory Board evaluates potential strategies for stroke prevention and treatment, and develops statewide needs assessments identifying relevant resources to improve quality of care for stroke patients.  Each January 1, the Board submits a report specifying its findings and recommendations to the Colorado Department of Public Health and Environment and the corresponding committees in the State House and State Senate.
