LITAP - Low Income Telephone Assistance Program

 

 Eligibility

 
As a result of legislation approved in 2013, both the state LITAP discount and the monthly surcharge were eliminated on May 1, 2013.
To determine if you are eligible to receive the federal Lifeline discount, contact your local telephone provider or the Federal Communications Commission.

Low-Income Telephone Assistance Program Quarterly Payment Calculation

FINAL REPORT DUE JUNE 1, 2013 

Who must file: All Eligible Telecommunication Carriers certified to do business in the state of Colorado must file a report, as must providers of basic local exchange telecommunications services with approved LITAP tariffs on file with the Commission. Revisions to Surcharge for Low-Income Telephone Assistance Program

RULES PRESCRIBING THE STANDARD PROCEDURES FOR ADMINISTERING THE COLORADO LOW-INCOME TELEPHONE ASSISTANCE FUND, 4 CCR 723-2-2800.

Decision No. C13-0357, COMMISSION ORDER SETTING THE UNIFORM CHARGE FOR EACH APPLICABLE ACCESS LINE AT ZERO CENTS PER MONTH BEGINNING MAY 1, 2013 TO SUPPORT THE COLORADO LOW-INCOME TELEPHONE ASSISTANCE PROGRAM AND REQUIRING THE PRINTING OF A MARKET INFORMATIONAL NOTE - C13-0357 pdf file

 . . . the Colorado Low-Income Telephone Assistance Program (LITAP) uniform charge on each access line shall be zero cents per line per month effective May 1, 2013.

A compliance advice letter and tariff change shall be required and should be filed on not less than one day’s notice to the Commission or before April 29, 2013, with an effective
date of May 1, 2013.

 . . . the Colorado Low-Income Telephone Assistance Program (LITAP) discount shall be zero cents per eligible subscriber, effective May 1, 2013.

Each provider who has a tariff on file with the Commission shall provide a compliance advice letter along with the required tariff change to be filed on not less than one day’s notice to the Commission or before April 29, 2013, with an effective date of May 1, 2013.

Each provider that has a tariff on file with the Commission shall remove the LITAP program and the uniform charge from its tariff no later than July 1, 2013. A compliance advice letter and tariff change shall be required and should be filed on not less than one day’s notice to the Commission or before June 27, 2013, with an effective date of July 1, 2013.

Each provider shall submit its Final LITAP Report no later than June 1, 2013, as described in this decision. These reports can be found in the Commission’s E-Filing system at: https://www.dora.state.co.us/pls/efi/EFI_Search_UI.search.

 

Note. The required advice letter shall not be filed in this proceeding; rather, the compliance advice letter shall be a new filing containing all of the information required by Rule 1210 of the Commission’s Rules of Practice and Procedure, 4 CCR 723-1.
 

 

Authorized Providers

Pursuant to § 40-3.4-108(1), C.R.S., and Rules 2804 and 2805 of the Commission’s Rules Prescribing the Procedures for Administering the Low-Income Telephone Assistance Fund, 4 Code of Colorado Regulations 723-2, eligible providers receive authorization by orders in this proceeding to receive reimbursements from the Colorado Low-Income Telephone Assistance Program.
