The OCC has a statutorily created eleven-member Utility Consumers' Board (UCB) that provides policy guidance. The Board evaluates the performance of the OCC and the Consumer Counsel on an annual basis. The UCB also gathers data and information, and formulates policy positions to advise the OCC in preparing analysis and testimony in legislative hearings affecting the interests of consumers. Board members are appointed by the Governor to represent residential, small business, and agricultural utility consumers, and the different geographic areas of the state. The Board is required by statute to meet at least six times each year.
