Telecommunications Utilities Issues Before the Commission

Telecommunications Rules Reform

The Colorado Public Utilities Commission will be looking at amending its telecommunications rules in the coming months to reflect competitive changes in the industry. The PUC will look at issues such as whether there is effective competition from wireless, cable and Voice over Internet Protocol providers across the state to warrant further deregulation of telecom services. The reform effort will also address the Colorado High Cost Support Mechanism fund, which reimburses certain telecom providers for serving customers in high-cost areas of the state.

The PUC issued Notice of Proposed Rulemaking August 6, 2012 to begin consideration of possible changes. Link to rulemaking notice and proposed rules in the Commission’s Electronic Filings System  - see, Proceeding No. 12R-862T Rules have been adoped and will become effective April 14, 2013.

November 18, 2011 Report and Order:

PROCEEDING NO. 11M-1036T

IN THE MATTER OF THE FEDERAL COMMUNICATIONS COMMISSION'S NOVEMBER 18, 2011 REPORT AND ORDER AND FURTHER NOTICE OF PROPOSED RULEMAKING IN WC DOCKET NOS. 10-90, ET AL. FCC 11-161.

Incumbent Local Exchange Carriers (ILECs), Competitive Local Exchange Carriers (CLECs) and Competitive Access Providers (CAPs) shall file tariffs and provide data by May 18, 2012:

to reduce intrastate terminating switched end office, transport rates, originating and terminating dedicated transport rates and reciprocal compensation rates by 50 percent of the differential of the intrastate rates and the carrier's interstate access rates, to be effective on July 1, 2012.
