Effective January 1, 2011, online filing of PHMSA’s annual reporting forms is mandatory. For all pipeline incidents/accidents occurring on or after January 1, 2010, PHMSA requires operators to file the applicable newly approved pipeline incident and accident reporting forms for Gas Distribution Systems, Gas Transmission & Gathering Systems, and Hazardous Liquid Pipeline Systems at the new Electronic Incident Accident (EIA) forms system website at the following URL http://pipelineonlinereporting.phmsa.dot.gov/. Your operator ID and PIN you currently use for the ODES system will be the same for the new EIA system.
If for any reason you're unable to submit your report online, please send your hard copy to the attention of the Information Resources Manager at the address listed in the instructions. Any questions regarding this requirement can be directed to the PHMSA operator helpline at 202-366-8075.
On November 26, 2010, PHMSA published a final rule that revises the Pipeline Safety Regulations. These revisions will enhance PHMSA's ability to understand, measure, and assess the performance of individual operators and industry as a whole; integrate pipeline safety data to allow a more thorough, rigorous, and comprehensive understanding and assessment of risk; and expand and simplify existing electronic reporting by operators. Specifically, the rule merged the natural gas transmission Integrity Management (IM) Semi-Annual Performance Measures Report with the Gas Transmission and Gathering System annual report. The effective date of the final rule is January 1, 2011 which means operators are expected to file their Calendar Year (CY) 2010 Gas Transmission and Gathering System annual report data on the newly expanded Natural Gas or Other Gas Transmission and Gathering Systems’ annual report form [PHMSA F 7100.2-1].
In addition to the merging of the Gas Transmission and Gathering System annual report with the gas transmission IM Semi-Annual Performance Measures Report, the rule also makes it a regulatory requirement that operators file online using PHMSA’s Online Data Entry System.
Under PUC rule 4915, an operator of a local distribution company or municipal operated system must file with the Commission information concerning general pipeline damage and pipeline locate information annually, by March 15. This PUC report applies to damage to underground pipelines, excluding any damage to electrically conductive tracer wire.
Also, pipeline operators are required to be Tier 1 members and report underground facility damages to the Utility Notification Center of Colorado (UNCC-Colorado 811) “Colorado Damage Reporting Tool DIRT” at https://www.damagereporting.org/uncc
The UNCC has also created a Field Damage Report to assist in data collection.
A written notice of major construction or major repair shall be submitted to the Staff not later than 20 business days prior to the scheduled commencement date of the construction or repair, if practicable. In no event shall the written notice of major construction or major repair be submitted to the staff later than the date on which the construction or repair commences.
