The following rates are based on the 2007 ILEC Statistical Report . The purpose of the report is to provide statistical data and analysis of certain key financial and operational information for the Incumbent Local Exchange Carriers (ILECs). The report provides statistical data and analyses for 27 Rural Local Exchange Carriers (RLECs) and Qwest. The data is based on unaudited information that is provided by the ILECs through various sources including, but not limited to, annual reports.
